I haven't played CoD MW3 yet but I don't see how reused assets is a bad thing, like Mistal said it allows them to focus more on other things. Best example I know, Fallout New Vegas. Around 75% (made of figure) of that game is reused assets like the game engine, most of the buildings, a lot of the textures, a lot of the armor, all the hair (I think they should have at least added some to be honest), many of the weapons, and probably a lot of stuff I can't think of, but they used their freed resources to put a LOT more quests, talking NPCs (ones with conversations, not just "hey"), more weapons, and ultimately a denser (physically smaller, but more unique content per mile) game then Fallout 3, really the thing I think they missed on was the feel was off from what I liked about Fallout 3 (more nuclear wastelandy then deserty). You can criticize the game for having overused mechanics, or whatever you want, but resource recycling isn't a problem here.
I don't know man I mean I loved Fallout 3 but New Vegas's ammo mechanics just really turned me off (that and the fact of going up against a freaking steel armor radscorpion at level 1) other than that I thought the game would have been golden. As far as MW3 is concerned its not them carrying the same design as well as engine over to this game it's more along the lines of that's how it is with every call of duty game. Change is a marvelous thing when it comes to games but I do stress however it depends on whether or not it will work with said game.
